Like first, this is just the beginning of side story about Ji family which spans over 3 arcs.
Ji family suffered downfall (or temporary upfall) when they joined Misty pavilion as leader of Law Enforcement (becoming bad guys). Not all agreed, but since elders made that choice there was only possible going with that choice which led them astray.
This girl is Ji Royue and she is granddaughter of Ji Wuxue.
No matter the fact that Ji family are bad guys, Ji Wuxue earned them more than enough good karma with QC and QC simply can't treat them as enemy. So, they are leaders of Law Enforcement... enemy, Ji Wuxue past karma... not enemy. Gray area
Now... one more. Since Ji family side story spans over 3 arcs, it is kind of obvious their roots are not from this realm and there is more to it than this.

Also... *follow up to previous comment*
Ji family side story is the real start of arc2 (ancient war) which slowly develops during arc1 until the point where after arc1 there is no need for any introduction and it can develop with full speed. This and two more events like it will provide tons of clues for that
